The grant from Gambling Expansion Bill
Rep. Scott Raecker, the head of the House Ethics Committee, got wedged into an ethical entanglement by trying to seat on both chairs at the same time. While rummaging in the record of his previous deeds, it was revealed that he was responsible for the gambling expansion bill, while at the same time directing a nonprofit organization that expected subsidizing from a casino gambling operations.

Surprisingly, no ethic complaints were filed against Raecker, who warranted his conduct by poising incumbent casino grant onto the shoulders of Gov. Robert Ray, the institute board chairman. Raecker’s reputation was, however, bleached by both House Republican Leader Chuck Gipp, and former Gov. Ray, who described him as one of the most respected people at the Iowa Statehouse. They confirmed that acceptance of casino funding would not have impacted his responsibilities as a legislator.

Despite the lack of self reproof, or any reproof for that matter, at least one gambling opponents, Robert Miller, had courage to claim for inappropriateness of Raecker’s conduct. Raecker, retorted saying that there was no direct link between both of his occupations, not to mention that everything was done in the open, including his chairing of House subcommittee meetings examining the gambling bill.
